【SUMMARY】 On October 15, Kang Yanmin, Secretary of the CPC Cangzhou Municipal Committee, conducted on-site inspections and research at key enterprises, projects, and villages under the city’s paired-assistance program in the Bohai New Area and Huanghua City. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping and the decisions and arrangements of the Party Central Committee, fully carry out the guiding instructions and work requirements issued by Wang Dongfeng, Secretary of the Provincial Party Committee, during his inspection tour of Cangzhou, seize opportunities, leverage local strengths, and steadfastly ensure that all tasks are rigorously, effectively, and meticulously executed. In doing so, we will comprehensively advance the quality and level of development of the coastal economic belt, and accelerate the establishment of the coastal economic belt as a leading force and a high ground for reform and opening-up across the province.

Efforts should be made to comprehensively enhance the quality and level of development of the coastal economic belt, and to accelerate the establishment of Cangzhou as a leading hub and a high ground for reform and opening-up within the province’s coastal economic belt. Kang Yanmin visited key enterprises, projects, and villages under the district’s paired-assistance program in the Bohai New Area, including Shijiazhuang Sihua Pharmaceutical Group’s Hebei Guangxiang Pharmaceutical Co., Ltd., to conduct on-site inspections of project construction, technological innovation, workplace safety, and rural revitalization efforts. He also held on-site meetings to analyze and resolve issues and to make arrangements for related work.

During his inspection and research visit to Guangxiang Pharmaceutical, a subsidiary of Shisi Pharmaceutical Group, Kang Yanmin carefully inquired with the company’s leadership about its industrial planning, production and operations, and project development. He commended the company for leveraging its distinctive strengths and continuously striving to grow stronger, larger, and better. He encouraged the enterprise to seize opportunities and make greater contributions and assume greater responsibility in advancing the development of the coastal economic belt.

Kang Yanmin pointed out that the development of the coastal economic belt is one of the “three major tasks” assigned by the Provincial Party Committee to Cangzhou, and constitutes a strategic mission that bears on the overall development of the city. All levels and departments must unswervingly accelerate progress and strive for tangible results. We must fully leverage the port’s advantages, vigorously advance the construction of container terminals and bulk-and-general cargo terminals, strengthen cooperation with leading ports, promote the joint development and shared use of domestic and international trade routes, and continuously enhance the quality and efficiency of port operations. We should focus on developing a circular economy, expedite the establishment of circular industrial chains within industrial parks, foster closer collaboration and supporting relationships among enterprises, and effectively reduce costs while increasing benefits. We must speed up the construction of key projects, concentrating on building, strengthening, extending, and reinforcing industrial chains; steadfastly prioritize large-scale, high-quality projects; seize the prime construction window; make every possible effort to accelerate progress; and ensure that these projects are brought online quickly and deliver early, substantial benefits. We need to vigorously implement the innovation-driven development strategy, give full play to the role of enterprises as the main innovators, advance research and development of cutting-edge products, and accelerate the integration of industry, academia, research, and application—especially by intensifying efforts to attract top talent and expertise, improving supporting mechanisms, and ensuring that high-caliber professionals can be recruited, retained, and allowed to thrive. We must solidly promote the effective linkage between consolidating and expanding poverty-alleviation achievements and rural revitalization, rigorously implement the “four no-removals” requirements, establish and improve mechanisms to prevent relapse into poverty, and, in light of local cultural characteristics, coordinate the development of distinctive small towns and the creation of beautiful countryside, so as to swiftly achieve stronger agriculture, wealthier farmers, and more attractive rural areas. We must maintain unwavering vigilance over workplace safety, conduct ongoing comprehensive inspections and rectifications, strengthen safety training, raise safety awareness, and comprehensively enhance our capacity and standards for workplace safety. We must provide dedicated, heartfelt, and energetic services and support for veterans, fully implement all relevant policies, earnestly carry out assistance with employment and entrepreneurship as well as relief for those in need, widely publicize exemplary deeds, and continually enhance veterans’ sense of gain, happiness, and honor.

Kang Yanmin emphasized that all levels and departments must strengthen organizational leadership, reinforce accountability, and continuously deepen the “Three Packages, Four Supports, Six Guarantees, and Five Fulfillments” campaign. Taking the launch of the “Two Transitions, Two Promotions, Three Reflections” initiative as an opportunity, they should focus on key priorities such as enterprise development, project construction, ecological and environmental protection, improving people’s livelihoods, epidemic prevention and control, and ensuring safety and stability; strengthen leadership-led pairing and liaison mechanisms; set exemplary standards; provide proactive and front-line services; and resolve pressing issues. Through a pragmatic work style and innovative measures, they must ensure that all tasks are effectively implemented and yield tangible results, thereby providing strong guarantees for the successful completion of the year’s goals and tasks.
