On December 10, a reporter visited the Beijing–Tianjin–Hebei Cangzhou Biopharmaceutical Industrial Park, located in the Cangzhou Lingang Economic and Technological Development Zone. In the production workshop of Hebei Guangxiang Pharmaceutical Co., Ltd.’s high-end API green intelligent manufacturing project, workers were cleaning condensation reactors, centrifuges, and other equipment in preparation for the next batch of pharmaceutical production.
“The project successfully commenced trial production in September of this year, primarily manufacturing 15 high-value-added active pharmaceutical ingredients, including lacosamide and rasagiline mesylate,” said Zhu Shujie, Chairman of the company.
As a subsidiary of Shijiazhuang Sihua Pharmaceutical Co., Ltd., Guangxiang Pharmaceutical has relocated the production of a portfolio of high-value-added active pharmaceutical ingredients to Cangzhou and upgraded its manufacturing processes. Today, these APIs not only support the parent company’s integrated “API-plus-formulation” development strategy but are also exported overseas.
“As a key provincial project, the park has provided end-to-end tracking services from contract signing and construction to commissioning,” said Zhu Shujie. During the project approval phase, the park’s approval authority tailored a comprehensive, full-cycle, end-to-end management service roadmap for engineering construction project filing and processing. This roadmap clearly identifies the responsible departments, required documentation, and time limits for each approval stage—from project initiation to completion—thereby significantly reducing the upfront time and cost associated with project development.
The support does not end with the approval process. After a project is commissioned, the park continues to ramp up its assistance, precisely aligning with companies’ core needs and doing everything possible to help them overcome the challenges they encounter during development. “The Nankai University–Cangzhou Bohai New Area Green Chemical Research Institute within the park has provided us with robust technical support,” said Zhu Shujie. He noted that in the past, testing for complex intermediates required for new-drug development had to be sent to Beijing or Tianjin; now, such tests can be efficiently conducted at the local research institute, significantly shortening the R&D cycle and substantially reducing costs.
Even more groundbreaking than the technology platform is the park’s pioneering cross-regional pharmaceutical production management system—“production in Hebei, oversight by Beijing.” “This innovation has allayed Beijing-based pharmaceutical companies’ concerns about relocating,” said Bai Lei, Deputy Director of the Biopharmaceutical Investment Promotion Bureau of the Cangzhou Lingang Economic and Technological Development Zone. To date, the park has attracted 70 pharmaceutical and related enterprises from Beijing, Tianjin, and other regions, and is accelerating efforts to build itself into a major pharmaceutical and greater-health industry hub in Northern China.
In recent years, Cangzhou City has steadfastly taken key projects as the driving force, leveraged industries as the connecting link, innovated service models, and proactively strengthened all-round collaboration with universities and research institutions in Beijing and Tianjin, thereby comprehensively stimulating vitality in scientific and technological innovation.
From precise and efficient upfront approval to comprehensive support for production factors throughout the entire process, and further to research platforms that empower innovation and institutional designs that break down barriers, this tightly linked, continuously optimized service chain is building a robust ecosystem for project development, injecting new vitality into the long-term, healthy growth of both projects and industries.
